I have the honour to acknowledge your letters of February 4th., and 13th., on the subject of the Registry, and in accordance with your request I am transmitting them with your letter of January 16th., and my replies to the Secretary of State.
The scope of the duties of the Registrar appears to have been defined in the previous correspondence (which was forwarded to the Secretary of State) with sufficient clearness to satisfy Lord Crewe but since you complain that it leaves you with no clear view His Lordship will no doubt make the matter clear in response to your request.
I note that Your Honour informs me that the statements of fact made by Mr. Seth in his letter of January 29th. are untrue. Mr. Seth is an Officer of 35 years' honourable service in this Colony, for which His Majesty has been pleased to confer upon him the Imperial Service Order.
